However, Mayweather wants the United States Anti-Doping Agency (USADA) to be the ones that conduct the testing for performance enhancing drugs. Arum says that the USADA doesn’t test fighters outside of the U.S, and Pacquiao will do the major brunt of his training in the Philippines.

The testing would be done by the WADA, who would then likely contract out to local labs in the Philippines, as they don’t actually do the testing themselves. Mayweather Sr. is saying that unless Pacquiao does his training in the U.S, so that the USADA can test Pacquiao during the entire training camp, there won’t be a Mayweather-Pacquiao fight.

Here’s what Mayweather Sr said about Pacquiao at East Side Boxing.com’s On the Ropes Boxing Radio:
“No! Hell no! That’s a no-no! What’s the difference between in the Philippines and training here? He [Pacquiao] needs to be here! As a matter of fact he needs to be here just to take the random test. He can’t be in the Philippines and take random tests. He needs to stay in this shore right here where he’s at and then get his ass whopped like my son is going to do it!”

I hate to say it but I think Mayweather Sr is right about this. What good is having Olympic style random blood tests if Pacquiao is going to be in the Philippines for the major part of his training and get tested by another agency? What is that? There’s no point in them having any drug testing period if Pacquiao is going to be tested by another agency where the blood could possibly be tested in the Philippines where Pacquiao is a tremendous star. Do you honestly think Mayweather would trust the results of those tests? I don’t. And Mayweather Sr. is already saying that’s not something they will agree with.
