Mayweather wants Pacquiao to stay in the U.S and train there while taking the random drug tests conducted by the USADA.

That’s probably not going to happen because if Pacquiao does agree to fight Mayweather, he’ll likely want to train at least part of the time in his native country of the Philippines where the USADA won’t be able to conduct the tests. Pacquiao’s promoter Bob Arum wants a separate testing agency to test Pacquiao while he’s over there. This is something that appears to be a fight killer and will likely remain so until one of them gives in.

Mayweather said this in an interview at the Grand Rapids Press: “Is it Manny Pacquiao or Bob Arum?…All I ask, as a gentleman, let us both take the test and let’s fight. It’s obvious [Pacquiao] don’t want to do it.”

I think Pacquiao is open to testing but he’s not going to make the fight with Mayweather happen if he’s insistent on training in the Philippines where the USADA won’t be able to test. Mayweather isn’t going to change his mind about this, because he seems to have some real concerns about wanting Pacquiao to be tested by the agency of his choice. But if Pacquiao isn’t going to give in then we’re not going to have a fight.

Mayweather is the one nervous about this and when you’ve got an opponent that isn’t in taking a fight unless he’s certain that his opponent is 100% clean, the fight probably can’t get made. That’s why I think it should be Pacquiao and Arum agreeing to stay in the U.S and letting the training camp be there so that the fight can be made. If not, then Mayweather and Pacquiao will never fight.
